党中央把提高党的领导水平和执政水平 ,提高拒腐防变和抵御风险能力确定为两大历史性课题 ,围绕这两大历史性课题 ,全面推进党的建设 ,是开创改革开放和现代化建设新局面的必然要求 ,是党永远立于不败之地的重要保证。随着《决定》的全面贯彻落实 ,加强领导 ,集中解决党风建设中存在的突出问题 ,努力把党的作风建设提高到一个新水平 ,是坚持党的领导核心的重要举措。

The Central Committee of C.P.C. have decided that enhancing the Party's ability of exercising state power and art of leadership and resisting corruption and warding off risks are the two major historic subjects.Focusing on the two subjects,we must press ahead with the new great project of all-round Party building.This is an inevitable requirement of opening up a new prospect of the reform and opening to the outside world and the guarantee of the Party's being invincible for ever.
