关于建立深港自由贸易区的理性思考

RATIONAL THINKING ABOUT BUILDING UP SHENZHEN-HONG KONG FREE TRADE ZONE

阐述构建深港自由贸易区的可能性和必要性,分析自由贸易区建立的艰巨性。在此基础上提出建立深港自由贸易区实质性建议;成立中央、深圳、香港三方高层协商组织;制订经济、外贸、金融关键领域协商调解机制;以全局、整体利益为原则,协调两地利益关系;制定规范、合理的原产地原则;加快电子政务和电子商务的建设,实现两地信息对接。

At present, more and more regional economic groups are being established. The building up of Shenzhen-Hong Kong Free Trade Zone is meeting the demands of the current development. The micro-environment of cooperation between Shenzhen and Hong Kong is coming to mature; the building up of free trade zone will improve the development of both cities in various aspects; Shenzhen also has to function as a new experiment field; and Hong Kong promptly needs forces to push its economy; all above-mentioned shows the possibilities and necessity to build up a free trade zone. But factors as the different extent of macro-economic adjustment by the two governments, the difficulties in balancing benefits, the hindrance in the coordination between financial system, and the possible conflicts between the legal systems will increase the difficulty of building up the free trade zone. Based on those analyses, five solutions are put forward: establish a three-land high level negotiation organization; set up a negotiation and adjustment mechanism; construct a reasonable manufacturing origin principle; take the benefit of the entire group as the principle; manage the coordination of both cities; and speed up the construction of e-administration and e-commerce.
