摘要
当前和今后相当长的历史时期,我国农村富余劳动力转移存在一系列矛盾、困难。要立足于农村富余劳动力转移的理论与实践问题,确立市场取向的目标模式。解决我国农村富余劳动力转移和就业的主要出路在于:积极推进农业产业化,农村工业化,发展小城镇,提高农业劳动力素质,以及进行相应的政策调整和制度创新等。
The relocation and re-employment of rural surplus labour is a vital and sensitive issue in China not only for the time being but for a long time to come, and it will confront us with further unavoidable difficulties/puzzlements. The issue shall be settled on both theoretical and practical bases with market-oriented objectives, including mainly the promotion of agricultural industrialization and rural urbanization, development of townships and county centers and improvement of rural labour's competence, with relevant policies regulated even re-formulated innovatively.
