Discussion on How to Push Orderly Civic Participation in Policy Making Process in China

总结了我国公民政策参与的现状,指出了公民政策参与存在的问题,剖析了我国公民政策参与存在诸多问题的深层次根源,主要表现为:中国的精英决策模式弱化了公民政策参与的制度设计;封建社会影响的存在压抑了公民政策参与的意识;社会发展缓慢制约了公民政策参与的需求与制度建设需求等。针对这些根源提出了有序推动我国公民政策参与发展的若干对策。

The existing problems of civic participation in policy making process in China are discussed to find out the root causes of them.The followings are regarded as the main causes. The decision-making system only by elites and the historical factors originated from feudalistic ideology don't encourage even deprive citizens to participate in policy making process.Moreover,the slowly developing social form also restrains citizens' demands for participating in policy making and institutional establishment processes. Some measures are therefore proposed to take to push and develop orderly the civic participation in policy making process.
