我国高等师范院校教师准入政策的理论与实践 被引量:4

摘要 高等师范院校的教师必须具备特有的素质结构和教育教学能力,这也正是教师准入政策的特殊性所在。起点的高低,也就是说教师入职标准的高低,往往决定教育水平的高低。目前普遍存在着师德缺陷、教师的知识结构和综合能力不足等问题。造成这种状况的重要原因就是长期以来对教师的选拔和任用没有制定相应的标准,使得不具备教学资质和技能的人流入高等师范院校从事教师职业。所以,建议修改《教师法》,制定《高等师范院校教师素质标准》,对拟准入教师的专业知识素质、能力素质及身心素质做出明确规定。在师德方面,要强化高等师范院校教师道德的政策性建设;在业务上,可参考借鉴美国教师职业三证认定制度,建立完备的高等师范院校教师资格证书制度。 A teacher of normal college and university must possess special quality structure and the ability to educate and teach. This means teacher's admittance policy is special. High and low starting points, namely, high and low standards for the admittance of a teacher, usually mark the educational level of the country. At present, there exist widespread problems, such as teacher's ethic construction to be strengthened, teacher's knowledge structure and integration ability to face challenge. The current situation has its own historical reasons and actual problems. Among these reasons and problems, one very important item is: for a long time, national education administration department has not provided corresponding standards for the selection and employment of teachers. So, unqualified and unskilled college graduates are assigned to teacher's college and university to teach. Hence, I advice to rewrite Teachers Law,enact Quality Standards for The Teacher with Teacher's College and University to stipulate would - be teacher's quality in special knowledge, ability and the aspects of body and mind clearly, to enhance policy construction of teacher's morality in teacher's college and university . In the operation .refer to and borrow American teacher's three certificates authentication system to establish perfect teacher's qualification certificate for normal college and university.
