Scientific Development View and its Limiting

从世界发展观的演变以及中国政府历来的主张看,现在人们所说的科学发展观,在本质上并不是一种全新的发展观,而是发展观演变的自然延续。它之所以引起广泛关注是因为中国以往发展模式以自然和社会的双重巨大代价为基础,已经充分暴露出其不可持续性。然而,在中国现阶段实施科学发展观面临着种种客观的限制,注定不是一个顺利的过程。逐步实施科学发展观的关键在于具体而有效的制度建设。

From the development of the development view in the world and the related opinion all through the ages of Chinese government,the scientific development view that people talk about now is not a kind of band-new one in essence, but it is the natural continuity of development of development view. It causes the extensive concern, because China's past development model with the double enormous cost of the society and nature had fully exposed that it had not be a sustainable development view. But to implement the scientific development view in present China faces all sorts of objective restrictions. Being destined, it is not a smooth course. The key of implementing the scientific development view lies in the concrete and effective institutional improvement.
