在跨入新世纪的同时,中国共产党的自身建设也进入了一个新的历史时期,即"全面推进"的时期。由于国际国内形势的发展变化,以及党和国家事业迅速发展的要求,党的建设之"全面推进"也日益复杂化,并表现了新的特征。为此,重视党的建设之"推进方略"的研究与制订就显得十分必要。党的建设之"推进方略"的主要内容包括:有的放失,明确推进的目标要求;加强领导,增强推进的动力;稳步扎实,把握好推进的度;联系实际,创新推进的方法。

While striding into the new century, the self-building of the Communist Party of China has entered one new historical time too, period when namely 'advanced in an all-round way'. Because of the development and change of international and domestic situations, and the request which the party and national undertaking develop rapidly, 'moving forward in an all-round way' of the Party- building was complicated day by day too, and has displayed the new characteristic. For this reason, pay attention to seeming very essential with making the research of 'advancing general plan' of the Party-building. The main content of 'advancing general plan' of the Party-building includes: Some put and lose, define that the goal advanced is required; Strengthen the leadership, strengthen the motive force advanced; Sturdy steadily, get hold of degree moving forward; Intergrate with practice, innovate the method to advance.
