论发展民营银行的五大理由

On five main reasons to develop private banks

在国有商业银行的体系之外建立起多层次的银行机构,例如民营银行,将对国有商业银行的改革乃至整个中国银行体系的健全和发展产生重要影响。文章为发展民营银行提出了五大理由。首先,民营银行的核心优势是明显的:民有加民营带来产权明晰、独立经营;其次,由于没有国家信用作为最终保障,民营银行需要各种相关外部条件作为其发展的前提,包括民营经济的蓬勃发展,全面有效的监管体系,相关制度的健全等。同时,发展民营银行本身也可以促进上述外部条件的建立和完善,二者是相互促进的互动关联。最后,发展民营银行还可以大大促进国有商业银行的改革和发展。总之,发展民营银行,对于中国银行业迎接WTO带来的挑战,将有极其重要的意义。

In China we now have the banking system almost with wholly state-owned background. It is helpful to build up a more multiple banking system for the development of China's banking sector. In this paper we give five main reasons to set up private banks. First, private banks have the core dominance in its property right structure. Second, the development of private banks needs the development of China's private sector economy, the strengthening of the supervisor system, and the establishment of related regulations. Finally, the development of private banks can have a positive effect on the reform of those state-owned commercial banks. In one word, setting up private banks will have great importance to China's banking sector, especially under the challenge of China's entry into the WTO.
