东亚共同体正在由理想变为现实。有多种因素共同决定着这一历史进程 :积极推动因素主要来自经济层面 ,包括区内经济开放性与内聚力的增强、现有合作机制的进展与不足、主要经济体对外战略的转变、来自区外一体化加速的压力以及多边贸易体制的困境和东亚金融危机的教训等 ;消极阻碍因素主要来自政治层面 ,包括目标定位的模糊、社会制度的差异、主导力量的错位、美国因素的干扰以及政治关系的滞后等。前者说明构建东亚共同体有其坚实的经济基础 ;后者说明构建东亚共同体尚待跨越一道道政治障碍。同时 ,构建东亚共同体 。

The dream of an East Asian Community is becoming a reality.There are manifold factors that determine this historical process .The positive factors are mainly in the economic area,which include the economic opening, the strengthening of regional cohesion,developments and shortcomings in the current cooperative regime,changes in the foreign strategies of the main economies,pressures from accelerated integration outside the region,predicaments of the multitrade regime,and lessons from the East Asian financial crisis.The negative factors are mainly in the political area,which include the ambiguous aims,the different social systems, and the negative position of the leading powers,the interference of the United States,and the lag in political relations among the regional states.The positive factors form a stable economic foundation,whereas the negative factors constitute the political obstacles.At the same time,the establishment of an East Asian Community will interact positively with China's peaceful rise at many different levels.
