县域经济发展战略与对策——对福建省若干县(市)的调研及思考

Strategy and Countermeasures for Economic Revelopment in Courty Prefecture

壮大县域经济是统筹城乡发展、解决"三农"问题的重要途径。为此,我们进行了"福建省县域改革和发展"专题调研,对所调研县(市)发展县域经济的成功做法进行了总结。县域政府体制改革必须做好精简机构和人员,推行"阳光工程"及转变政府职能等工作。县域经济发展要根据自身情况,选择产业发展重点;以市场为导向,进行农业结构调整,支持培育农业产业化龙头企业;以工业园区为载体发展工业,形成特色和支柱;严格城镇建设规划,形成城市发展的良性机制和城市竞争力;深化对"对外开放"的理解,树立县以外就是"外"的观念;不断提高产业的科技含量;进行金融创新,支持产业发展升级。同时,还需要国家对财税体制、政府行政设置体制进行改革,为县域经济发展提供外部支持和动力。

Strengthening prefectural economy is an important way to regular urban and rural development and to solve the problems of agriculture,countryside and peasant. So we have made an investigation into 'reform and economic development in county prefecture'.We have investigated three counties of Fujian province. After this investigation and research, we had much more impressions. In this essay,the achievements and experiences of their reform and economic development were introduced. Then,some suggestions on prefactural reforms and economic development were put forward. Finally,some Counter-measures and suggestions on the reforms of our country's finance and tax systems, government organization's setting-up and government's management systems were brought forward as well.
