电网继电保护与实时安全性控制面临的问题与需要开展的研究 被引量:20

摘要 根据我国“西电东送、南北互供、全国联网”的电力发展总方针,分析在这一战略实施过程中我国电网可能出现的问题,吸取美、加大停电的事故教训,提出要在广域信息网的基础上,构建互联电网中分散安装的新型继电保护系统,减少扰动对系统的冲击;构建继电保护和区域稳定紧急控制一体化系统,提高输电能力并防止稳定性破坏;构建全网协调动作的网络保护系统,维护电网网架结构的稳定性和安全性,防止连锁跳闸的发生;构建自适应的网络解列和事故紧急恢复系统,防止事故的扩大。 In terms of the general policy of Chinese power system development,which is “power transmission from west to east,mutual supply between south and north,nationwide interconnection”,the problems that may appear in the implementation of this strategy are analyzed. The accident of the gigantic power failure in America and Canada is a lesson. The following measures are sugges-ted. A new type of distributed protection relay system should be set up on the basis of wide area information net to alleviate the impact of disturbance on power system. An integrated system of protection and local emergency control should be set up to increase the power transfer capacity and to prevent the power system stability damage. A network protection system should be set up to maintain the stability and security of power network structure,which coordinates the network-wide performance to prevent interlocking trips. An adaptive network disconnection and emergency recove-ry system should be set up to prevent the interconnected power system collapse and accident overspreading.
