论危机管理中的国家权力和社会权力

On the State Power and Social Power in Emergency Management

当前 ,中国处于危机频发的时期 ,面对各种危机带来的威胁 ,需要保护公民的合法权益 ,但同时也应当重视权力的运作 ,使危机管理中面临的实际问题得到妥善解决。以危机管理中的权力运作问题为切入点 ,从权力的配置与互动合作的角度 ,分析危机管理中国家权力和社会权力应有的运作理念 ,为危机管理体系的构建和危机期间权力的规范。

In nowadays,China encounters the emergencies frequently. Facing the threats from emergencies,we should pay attention to protect the civil rights and shouldn’t neglect the function of the powers as well so as to cope with the real problems effectively in emergencies. Therefore,the article begins with the powers in the emergency management,analyzes the suitable idea of function of the state power and social power in the emergency management from the viewpoint of disposition and reaction of the powers,takes efforts to set up the reasonable theoretical foundation for constructing the emergency management system, regulating and effectively operating the powers when in emergency.
