关于青少年性教育的思考(一)

1996年美国总统克林顿签署福利改革法案,条款之一规定,自1999年至2000年,政府每年奖励5 个非婚生育降得最低的州,每个州每年2000万美元。另一条款规定拨款4亿美元给各州用于禁欲教育,而不支持其它控制生育措施。2002年布什政府为“唯有禁欲”教育项目增加预算3500万美元,2003年达到1亿3500万美元。布什说:“为防止非意愿怀孕和性传播疾病,禁欲是最可靠的方法,也是唯一完全有效的方法。”“当我们的孩子面对在自我克制和自我毁灭之间作出抉择时,政府不应当持中立态度。”美国政府要求禁欲教育项目应避免提及避孕措施,除非是为了说明避孕措施的弊端。乌干达政府成功开展“禁欲,忠诚,教育”的预防艾滋病群众运动,使乌干达成为非洲艾滋病毒感染率最先下降的国家。上述事实提示我们必须回答一个极为重要的问题,这就是什么样的性教育最有有利于我们的青少年?

On 23, Aug. 1996, THE NEW YORK TIMES published an article < Clinton Signs Bill to Cut Welfare and Change State Role > , it said 'Government will pay $ 20 million in annual bonuses to each of the five states that record the sharpest reductions in illegitimate births each year from 1999 to 2002. Under another, the law allocates $ 400 million to states to teach abstinence and nothing for other means of birth control. ' On 28, Feb. 2002, on the same newspaper, a paper < Abstinence - Only Initiative Advancing > reported that ' President Bush would raise federal spending on ' abstinence -only education by $ 35million to 135million. Bush said Abstinence is the surest way, and the only completely effective way, to prevent unwanted pregnancies and sexually transmitted diseases. When our children face a choice between self- re-straint and self - destruction, government should not be neutral. ' The U.S. government requires that abstinence programs avoid mentioning contraceptives, except state their drawbacks. Because of developing a massive campaign of abstinence, faith-fulness and education, Uganda has since made dramatic improvements in its' AIDS prevention. The facts mentioned above suggest that we have to answer a most important question: Which way is the best for our teenagers?
