With the corning of Knowledge economy,Science & Technology plays more and more important role in the economic development.Integrating science & technology into economy has become a hot issue.On the base of this principle, through analyzing the problems and reasons in the traditional model, this paper proposes 'pull-model' and has preliminary probe on it.
