推进西部地区税收制度改革的思考

Pondering over the western Area' s Taxation Reform

西部地区经济发展明显落后于东部,除了历史遗留因素,自然条件的制约外,包括税收政策在内,国家政策效应及由此产生的结构不合理是主要因素,为推进西部大开发,应有重点、有步骤地推进经济体制改革。

The economic development of western area is obviously laid behind eastern area. Besides the historic factor and natural conditions, and taxation policy, the effect of national policies and unreasonable structure are the major factors. So we should emphaticall develop the economy reform.
