国有中小企业是推动国有经济发展、构建市场经济的主体,是稳定社会的基石。"抓大放小"不等于不发展中小企业,而是从战略高度重视和支持国有中小企业的改革与发展。

The medium and small-sized state-owned enterprises are the majority to promote state-owned economy, and to construct the market economy. They are also the foundation to keep the society stable. To focus on the large-sized enterprises does not mean we will not develop the medium and small-sized state-owned enterprises, but means that we will pay attention to them from the strategy level and we will support them to reform and develop.
