摘要
在明确水资源利用状况综合评价指标体系的构建准则和基本框架的基础上,提出了对水资源利用状况进行综合评价的指标体系和模型设计.首次从水资源利用状况的经济效率、可持续性、环境影响力以及影响受控水平等4个主要方面,选择了相应的19个指标来构成综合评价体系,并利用层次分析法(AHP)从过程上模拟了评价分析的完整步骤,为全国各地区水资源利用状况的综合评价给出了一个具有探索意义的新思路.
After indicating the construction rule and fundamental framework, the index system and model design of comprehensive evaluation for water resources utilization are proposed. In authors'opinion, economical efficiency, sustainable character, environmental impact and ability of controlling are four main aspects of evaluating comprehensively water resources utilization. 19 relative assessment indexes are selected to erect the comprehensive evaluation system. Furthermore, the analytic hierarchy process(AHP) is adopted in simulating the whole procedure of the evaluation analysis. It is found that the evaluation methods give an exploration and new thought for the comprehensive evaluation of water resources utilization in China.
