摘要
林业的第二次创业,是要在山区、丘陵地区实施经果林开发工程,使一部分农民得到实惠。但是在贫困地区低效林比例太大,其原因主要有四:一是小生产与规模经营不相适应;二是筹措经果林开发资金难;三是缺乏高素质的开发管理人才;四是一部分基层领导干部素质不适应改革的新形势。要提高经果林开发的投资效益,必须做到:强化对人才的开发与管理;建立新型的规模经营承包管理机制;探索筹措开发经果林资金的新途径。
The second stage of developing forestry was focused on the cultivation of fruit forest zones in mountainous aras and some other hilly regions. Sure enough, a small number of fruit growers have got benefit from the forest products, However, larger number of them in poverty- stricken regions have failed to reap fruitful benefits. Why is that so?Personally, there are four reasons for this. First, it's because of the disagreement between deficient productivity and large- scale management. Second, it's hard to collect the capital. Third, it's the shortage of the advanced board of management. Fourth, some cadres at the grass roots level are unable to adapt their thinking to the rapidly changed conditions. In order to raise the investment profits, something must be done:Srtengthen the management& training of the galents.Build the new system of contracted responsibility.Search after a new approach to collecting the money.
