高校系级党组织的一把手在系党政领导集体中处于“班长”地位,应有领导艺术。它主要表现在:认真处理好对上负责与对下负责的关系、全局与局部的关系、集体领导与个人分工负责的关系、加强团结与坚持原则的关系以及书记与主任之间和党建工作与教学、科研等业务工作之间的关系上。

It is important and necessary for the leader of the department -level Party organization to master the leading art.This is because of the fact that,in a d epartment of an institution of higher learning,the leader holds the position of being the“squad leader”in the leading group of both the Party and Administration.A good command o f leading art is mainly displayed in the earnest,a nd yet successful handling of a serie s of relations,such as the relation b etween the responsibility for the higher au thorities and for the lower levels,t he relation between dealing with the overall situa-tions and the specific aspects,the r elation between collective leaders hip and division of labor with individual responsi-bility,the relation between strengthening unity and abhering to principles,and the relations between the s ecretary of the general Party branch and the dean of the department,between the Patry' s Construction and the professional work of teaching,scientific researching,etc.
