世界各国电力改革基本上是 2种模式 ,实际上 2种模式没有多大差别 ,都是要打破垄断、引入竞争机制 ,目的是为了提高效率 ,降低电价 ,增加社会福利。

There are two reform models on the world various countries power industry. Break monopoly and lead into competition system are the common ground in the two reform models for increasing efficiency, decreasing power price and raising social welfare. The ownership and control model change during power reform process were analyzed in detail.
