由云南建水古城“拆建风波"谈行政决策体系

On The Resettlement Disturbance of Old Jianshui Town and The Strategy of Administrative Policy Decision

江泽民同志在党十六大报告中指出"正确决策是各项工作成功的重要前提。要完善深入了解民情、充分反映民意、广泛集中民智、切实珍惜民力的决策机制,推进决策科学化民主化"。当前全国人民在党的领导下正迈向全面小康的社会主义现代化建设道路上,行政决策作为行政活动中一个不可缺少的重要内容,它的正确与否直接决定着行政管理工作的成败。作为行政决策的主体,国家行政人员特别是各级行政领导必须运用行政决策的基本程序和基本方法分析其进行的行政案例,才能提高行政决策的科学化民主化水平,才能履行行政职能,实现行政目标,促进社会政治生活的安定和经济的繁荣。本文笔者将就云南省建水县古城的"拆建风波"作为案例进行分析与总结,以望今后在政府的行政管理活动中提高对行政决策重视程度,加快其向科学化民主化发展。

The report by Jiang Zeming in Congress of the sixteenth congress of says: 'A correct strategy is an important base of success on all jobs. We should investigate the situation of the people deeply; reflect the wishes of the people fully; gather the wisdom of the people widely; treasure the strategy mechanism of the people practically and promote the scientific and democratic strategy.' Nowadays, the nation is striding forward the socialist modernization road of fully moderately well - off society with the lead of the Party. As an essential part of administrative activity, administrative strategy decisively decides the result of administrative management. Furthermore, as a main body of administrative strategy, the governmental officials especially the governmental leaders of different levels must apply the basic procedures and basic means of administrative strategy to analyze relative administrative cases, so as to improve the level of scientific and democratic strategy, do its administrative duty, realize its administrative target, promote the stability of social political life and the prosperity of economy. In this paper, the writer will analyze and summarize the case of 'disturbance of demolishing and constructing Jianshui Ancient Sity' in Yunnan, so that the government may pay more attention to the strategy in their later administrative activity and thus speed up the development of its science and democracy.
