统一汇率的时机应选择在入关后,入关前实行统一汇率的各方而条件都不成熟。其步骤为:1993年初实现额度留成到现汇留成的转变;入关前后着力构造统一健全的外汇市场,建立外汇市场汇率形成机制;入关后着力健全汇率调整机制,最终统一汇率。

Timing for unifying exchange rate should be set after the return to GATT. None of the conditions of unifyiug the exchange rate has matured before the return to GATT. The procedures should be, At the biginning of 1993, specified reservation should be converted to spot exchange reservation; before the return to GATT, we should establish unified and perfect foreign exchange market and also establish the exchange rate forming mechanism of the foreign exchange market; after the return to GATT we should improve the adjustment exchange rate, and finally unify the exchange rate.
