APEC升级的必要性及可行性分析

Upgrading the Status of APEC: Necessity and Feasibility

谋求经济合作与发展已成为当今世界的主旋律。各国都在利用这一难得的机遇发展自己,以经济和技术为重点的综合国力竞赛更为激烈。许多国家都在谋求同所在区域的国家实现经济一体化,以加强同一区域各成员之间的经济合作,增强经济实力,提高在国际竞争中的地位。严竣的现实迫切需要亚太各成员联合起来,加强区域经济合作,对现存的亚太经济合作会议(APEC)升级,将其逐步改造成一种区域性国际经济一体化组织,以增强区域整体实力,求得共同发展。由于亚太地区各国政治、经济、历史、文化等方面的差异,宜将其改造成为一种自由贸易区(APFTA),但改造过程中各类成员的利得会有所差异,为了提高亚太自由贸易区的向心力,有必要对各成员的利得进行必要的矫正,为此,本文提出了一些矫正对策。

Economic coorperation and development has become the principal melody in the world. Every country makes full use of the present opportunity to develop itself and intense indeed is the competition for composite national strength with economy and technology as its focus.Many countries are seeking regional economic integration with their neiboring countries so that member countries can coorperate economically and enhance their position of economic strength in international competition. The grim situation calls for an alliance of Asian-Pacific countries and closer coorporation in the region.This may require an upgrading of the status of the existing APEC and its gradual reformation into a regional institution of international economic intergration. Thus the regional integral strength and mutual development can be achieved. Owing to the differences in politics, economy, history and culture, it is advisable to restructure APEC into APFTA (Asian-Pacific Free Trade Area). Obviously,in the process of reformation the advatages and gains for member countries may not be equal. To intensify the centripetal force of APFTA, it is necessary to do some adjustment.This paper addresses these problems.
