摘要
指出在工程的起始阶段就引入工程造价咨询机构,进行全过程控制,可以能动地对投资决策阶段、设计、承发包和施工阶段的工程造价进行主动的控制,从而实现真正有效的控制项目投资,合理安排建设资金投放的目的。
In the paper,the author stresses that the engagement of a project cost consultative organ in initial stage to condust whole process control can provide initiative cost control in the period of making strategic decision on investment,design,contracting and giving out a contract for a project as well as construction,thus realizing a real and effective investment control and reasonable arrangement of the input of construction funds.
