人口众多、资源稀缺是我们的基本国情。然而,资源稀缺的同时也存在着资源浪费。提高资源利用效率是我国社会经济持续发展的前提和基础。资源高效利用的途径之一是资源与经济(作业)的空间重组。资源势可以测度区位性资源优劣势以及资源与经济(作业)之间的相对分布,从而为指导资源——经济(作业)空间重组、资源高效利用提供依据。

Toolarge population and the lack of resources form the general situation of our country. Meanwhile,both the lack and wasts of resources are existing. Therefore) to raise the efficiency of resource using becomes the prerequisite and base of continuous development in our naitional social economy. One way of efficiently to use resources lies in the spatial recombination between resources and economy tasks. The relative distribution between resources and ecnomytasks as well as the measure of a regional resource superiority and inferiority can be measured by the resource potencility,providing with basis of spatial recombination between resources and economy tasks as well as efficient use of resources.
