指出我国国有土地供应的双轨制的缺陷和带来的负面影响,提出取消土地的双轨供地机制并建立一系列的相关配套措施,主要包括建立独立的国有土地资产监管机构,取消无偿划拨供地的方式,改暗补为明补等措施。

This paper discusses the disadvantages and negative influences of China's current double-track system of the supply of state-owned land. It suggests withdrawing the double-track system and taking corresponding measures including establishing independent supervisory agencies of state-owned land, putting an end to the free allocation of land, and switching implicit subsidy to explicit subsidy.
