本文从辽宁省国土开发整治的现状、区域条件及未来发展趋势入手, 提出辽宁省国土开发整治的总体布局是:集中主要力量建设“沈阳至大连”和“沿海”两个经济地带;以沈阳、大连和锦州 3 个中心城市为中心发展辽中、辽南和辽西 3 个综合经济区,启动辽北、带动辽西和辽东;抓好部分城市群老工业基地改造、辽东半岛南部(大连)国际金融、外贸出口加工区、辽河三角洲石油化工、农业开发区、辽西走廊石油化工、能源开发建设区和辽北粮食、能源和食品工业开发建设区 5 个重点开发建设地区;搞好辽东生态屏障建设区和辽西水土流失整治区。
