“北水南调”对我省的影响不宜笼统提利大还是弊大,应进行具体分析。应明确哪些前提是必须坚持的,哪些条件应尽量争取。“北水南调”工程应妥善解决松花江航运用水和哈尔滨环境用水问题。目前,修建尼尔基水库,先调洪水给辽宁,是 4 省 6 方利益兼顾的可行方案。调整结构、提高效益和增加复用率是解决东北地区水资源短缺的根本途经。实现大调水、大运河是东北 4 省区团法治水的长远方案。

The effect of the 'water from North to South' project should be analized comprehensively. We should know the essential problems at first,the project could solve the problems of sailing in Songhua river and environmental useful water in Harbin. At present the available project is to build the Nierji riservoir and to divert Water to Laoning province first. The basic methods to solve the water lack problems are constrution adjustinent,benefit improvment and the turn over rate addition. The long time plan to harness water in the 4 northeern provinces is to realize the big diversion project of water and big canal.
