The author introduced the theory of crisis management, which are widely used in enterprise management and public management, and applied the theory into the flood-control management. The concept of flood-control crisis management was described and the approach and measures of flood-control crisis management in China was discussed. Efforts were made to enhance the risks prevention and management by integrating them with routine works of flood control.-
