On the Causes of Difficult Supervision over "Number One Man" and Its Countermeasures

对“一把手”实施监督 ,历来是我党党内监督的重点和难点。文章从现行监督体制、制度、法律法规和“一把手”个人综合素质等方面 ,分析当今对“一把手”监督难的深层次原因 ,并提出了解决“一把手”监督难的四个方面对策。

Supervisoin over the 'number one man' has been the major point and the difficult point of the supervision within the Party. This article, from such aspects as supervisory system, institution, laws and regulations and the comprehensive qualities of 'number one man', analyses the further causes of difficult supervision over the head and puts forwards four countermeasures.
