The procedure of democratic evaluation and recommendation of candidates needs to be started from the beginning of the healthy system and well-ordered mechanism and depends much on the wider ranks of evaluating participants, brighter evaluating criteria, better qualities of evaluating participants so that the organization department is able to find out the masses' real ideas takes a full consideration of in the promotion of leading carders. Only in this way can the procedure of democratic evaluation and recommendation be improved scientifically.
