A Multi-angle Analysis of the Regional Imbalance of Basic Education Information System

我国基础教育信息化区域性失衡,东、西部地区之间和城、乡之间差距明显。从教育学、经济学、传播学和社会学等角度看,这不仅影响基础教育的均衡发展,还会导致不同地区和人群间“知识沟”的扩大化,引发新的社会问题。基础教育信息化区域性失衡的重要原因是教育资源配制的不合理。基础教育信息化的均衡发展,需要健全教育投资体系,特别是完善政府的各项教育财政转移支付制度。

In China, the information system of basic education suffers an imbalanced development by region, leaving sharp gaps between the eastern and western regions and between urban and rural areas. In pedagogic, economic, communicative and social points of view, the above mentioned sharp gaps will not only hinder the healthy development of basic education, but also result in the expansion of the 'knowledge valve' among varied groups in different regions and cause new social problems. One of the important reasons for the imbalance of information system in basic education lies in the irrational distribution of educational resources. To achieve a healthy development of information system in basic education, it is necessary to improve the educational investment system, especially the system of governments' transferred payment for education.
