In order to ensure the political and economic stability in the area, the big powers of western Europe have gradually set up a security and cooperation policy toward Russia under the new security situation after Cold War. As a policy of great significance, it is playing the role of strategic means to realize the general objectives of western European countries, and to construct the capitalist system that will include Russia. The future of the security cooperation between western Europe and Russia will be affected by both favorable and unfavorable factors, among them the United States is a decisive one.At present, the policy is still at the stage of exploring, the over all security and cooperation relations between the two sides have not been established yet.
