How To Formulate A Strategic Plan To Develope The New Economy In China

“新经济”是人类社会经济发展的新趋势。在经济全球化条件下 ,我国发展“新经济”的必然性在于 :一是实现第三步战略目标要求我国发展“新经济” ;二是扩大对外开放和形成经济新的增长点需要我国发展“新经济” ;三是中共中央的《“十五”计划的建议》强调发展“新经济”。在我国制定“新经济”发展战略规划时 ,应从宏观上注重“新经济”的产业基地建设 ;“新经济”的高技术产业化 ;“新经济”发展战略的国际化等重大问题。

The necessity to develope the new economy in China exists if the practice of chinese socialist modernization construction and the tendency ot the econonic globalization.There are the construction of the industrial bases,the high technological industrialization and the internationality of the developing strategy which should be integrally considered in formulating a strategic plan to develope the new economy in China.
