冷战结束后的 10年间 ,日本ODA的金额每年都位居世界第一 ,日本以此作为谋求成为联合国安理会常任理事国的重要外交手段 ,这一阶段日本的ODA也从以谋求经济利益为主要目标转变为更重视政治利益的外交手段。

During the first decade after the ending of the cold war,Japan has remained number one of all DAC countries in terms of ODA spending.Employing this as a diplomatic tool,Japan has being trying to seek permanent membership of the UN Security Council,we can,therefore,see that from its initial attempt to gain economically,Japan is now trying to score politically also.
