摘要
领导干部监督机制是在管理者与管理对象的关系基础上形成的 ,其核心是权力监督的问题。我们虽然在领导干部监督工作上积累了丰富的经验 ,但随着政治体制和经济体制改革的不断深化 ,现行领导干部监督工作在体制、机制等方面存在的问题日渐突出 ,监督机制滞后、失效的情况不同程度地存在着。建立健全领导干部监督机制 ,既要以法制权 ,科学规范权力运作方式 ,又要依法治权 ,将公共权力置于法律的有效控制之下 ,编织制约腐败的天罗地网。
The mechanism to supervise the leading cadres is formed on the basis of the relationship between the governing and the governed, and its kernel is the supervision of the power. We have accumulated some experiences in the supervision of the leading cadres. However, with the going on of the political and economic reforms, the current mechanism to supervise the leading cadres is out of date. To establish and perfect the mechanism to supervise the leading cadres, we must restrict their powers by law, normalizing the methods of using their powers, and punish those in power according to law, putting the power belonging to the public under the control of the law and weaving a powerful net to control corruption.
