地理差异、战略约束与民营企业的发展绩效——一个基于浙江与陕西经验的比较分析

Geographic Differences, Strategic Binding and the Performance of Non-government Enterprises——A Comparative Analysis Based on the Experiences in Provinces of Zhejiang and Shaanxi

与单纯强调“是否节约运输成本、靠近中心市场以利于技术信息获取”的静态自然地理决定论有所不同 ,本文提供了一个动态框架 ,认为应在特定的历史背景下解读自然地理差异对东西部民营企业发展绩效的影响。我们的分析表明 ,在不同的历史发展阶段 ,源于自然地理差异的人口压力、国家战略对民营企业构成的约束也呈现出明显的差异性。在这个意义上 ,民营企业发展绩效是内生于人地矛盾和国家发展战略变化的。理论逻辑延伸的一个重要结论是 :对地方政府和民营企业家而言 ,企业发展模式与发展绩效似乎并不是随意选择的。这意味着 ,只有减轻西部民营企业面临的战略性约束 。

Different from determinism of static physical geography that lays emphasis only on “whether transport cost being saved and whether nearing the central market to be conducive to gaining technological information', this paper provides a dynamic framework, holding that interpreted should be, under the particular historical background, the impact of physical geography differences on the performance of non government enterprises in eastern and western regions. The analysis shows that, in different historical stages, the clear differences appear of the bounding of the population pressure and the state development strategy originated from physical geography differences to the structuring of non government enterprises. In this sense, their performance is strongly influenced by the contradiction between people and the geographical condition with the region they live in, and the adaptation of the state development strategy. Here is an important conclusion: To local governments and non government entrepreneurs, the model and the performance of enterprise development are not voluntarily chosen, which means that it will be of practical significance only if to mitigate the strategic binding to the western non government enterprises and reduce the differences between the performances of non government enterprises in eastern and western regions.
