Enhance Department-level (college-Level) Party Administrative Groups'Faculty to Govern Education with An Open-minded Concept

我国目前相当一部分高校系(院)级党政班子的治教能力,与正在深刻变化着的时代要求不相适应。解决这一问题是一个历史性的新课题,不断增强对外开放的观念和对外交往的能力,是一个极为重要的途径和方式。其主要内涵是:开展对外开放的服务活动,不断提高服务社会的本领和能力;拓宽对外开放的领域,不断培育自身的办学特色和竞争比较优势;营造对外开放的氛围,不断汲取校外先进理念和时代气息。

In quite a lot of chinese colleges and universities,the faculty to govern educational affairs in department-level or college-level Party administrative groups has not been in line with the great change of the times . How to solve it becomes a new historical issue. The author of this paper believes that unceasingly enchancing the thought to open to the outside world,and ability to communicate with the outside is an important way out, which mainly contains the following aspects: upgrading abilities to serve community though providing service to the outside;cultivate identities of managing schools and win the comparative advantages though expending the scope of opening to the outside;and absorb advanced concepts and keep pace with times though constructing the climate of opening to the outside.
