南水北调水市场的水合约交易模式研究

Study on Water Contracts Trade Mode in South-to-North Water Transfer Project

为缓解我国北方的水资源危机 ,南水北调中线、东线工程已开始启动 ,为此 ,建立与之相适应的水市场交易模式显得越来越迫切。针对受水区工业用水的分配问题 ,通过借鉴国内外多种资源及产权交易机制 ,提出了一种全新的现代贸易方式———水合约交易模式 ,该模式具有很强的现实性和可操作性 ,有助于实现南水北调水市场的规范化、组织化。

For alleviating the water crisis in northern part of China, the middle and east lines of projects of water transfer from South to North have already started. As a result, establishing the water market seems to be more and more urgently. Based on the lessons from the related trade mechanism of domestic and overseas, a new modern trade method has very strong and realistic maneuverability-water contract trade mode, which is beneficial to realize systemization and modernization of the water market.
