江苏省农村小水利产权改制研究

On property right system reform of village small-scale water conservancy in Jiangsu Province

目前江苏省农村小型水利 ② 的建设和管理中存在着许多问题 ,使得探索农村小型水利建设与管理的新途径 ,深化水利改革 ,寻求产权体制改革的办法成为新课题。围绕江苏省农村小型水利的实际 ,以产权理论视角 ,研究农村小水利工程产权改制的状况 ,分析产权改制中存在的问题 ,提出了以建立适应市场机制的农村小水利产权管理机制为目标 ,为农村小水利建设与管理注入新活力的改革建议与设想。

Many problems exist in the development and management of the village small-scale water conservancy in the Jiangsu province such as ambiguous property right system, infrastructure aging or badly repaired, and ineffectiveness of farmland irrigation engineering: hence the appearance of the new issue to find out the new ways for the construction and management, deepen the reform and seek the new property right system reform method. Based on the practices of Jiangsu Province and from the perspective of property right theories, the statue quo of the property right system reform of the small-scale village water conservancy is described, the existing problems, analyzed, some suggestions for the revitalization of village small-scale water conservancy management in the hope of setting up the management system that adopt to the market mechanism are offered. The paper also offers the analytic frame and guidance for the development and management of the village small-scale water conservancy in the Jiangsu Province and even the whole nation.
