试论运用经济手段强化环境管理

Applying Economic Means to Intensify Environmental Management

分析了我国经济体制转型过程中的环境经济问题,探寻在社会主义市场经济条件下,用经济手段解决经济增长中出现的环境问题的方法和措施。结合目前我国环境污染的实际,综合运用各种经济手段强化环境保护管理,促进经济与环境协调发展的良性循环机制尽早建立和有效实施。

This paper gives an analysis on the environmental problems in the course of the conversion of economic system in our country and makes a discussion on the methods and measures for the solution of the environmental problems presented in the economic growth by economic means under the condition of socialist market economy. The authors, on the basis of the present environmental pollution, pointed out that it is necessary to intensify environmental protection and management by various economic means so as to promote the establishment and effective implementation of coordinated development and virtuous circulating mechanism of environment and economy.
