政府是现代社会大量公共事务管理活动的核心主体,但除政府之外还必须有许多第三部门参与其中。第三部门不仅能有效补充市场机制和政府机制的内在缺陷,而且具有许多独特的社会作用与政治作用。第三部门在迅猛发展的同时,也逐渐显示它的不足与局限性,这要求我们完善第三部门发展的制度框架。

There are many public affairs in contemporary society, and the government is the key part of dealing them. However, the third sector is also the important one. Not only can the third sector make up for a loss of market and government system, but also it can assume much more function in public administration. With the development of the third sector, its disadvantages are cropping up, so some measures must be taken at once.
