The liability statement of sustainable development made by the Academy of Sciences of China has evaluated the quality of our nation′s sustainable condition in all angles. A big obstacle to the western development is the collective liability in sustainable ability in the western regions.This artical,applying capital support as mainstem,and analyzing the cause of the liability,expresses that it is the factors such as capital accumulation and capital outflow that affect the sustainable development ability in the western regions.
