Constitutionalism and Limited Government

政府职能的增加 ,政府“行政疆域”的扩展 ,部分解决了现代社会发生的复杂问题 ,但是它的副作用也越来越明显 ,需要“行政国家”向“有限政府”的过渡。“有限政府”的建立 ,离不开民主与法治的发展 ,而民主与法治正是宪政的构成要素。宪政的精髓就是限制、规范和制约政府权力 ,保障个人的基本人权。建立“有限政府” 。

The increase in government functions and the development of administrative domain has partly solved some complex problems of modern social. But the negative effects have also become more and more obvious, so the government needs transition from administrative state to limited government. The establishment of limited government couldn't apart from the development of democracy and the rule of law. However, the democracy and the rule of law are the components essential to constitutionalism. The quintessence of constitutionalism is to limit, rule, and restrict the state power and to guarantee basic individual human rights .To establish the limited government, the most important of all is to establish socialist constitutionalism.
