Intension, Characteristic and Value Orientation of Government's Moral Responsibility

政府道德责任具有三个特征 :政治性与社会公众性的统一 ;规范性与灵活性的统一 ;自律性与强制性的统一。政府道德责任应体现廉洁、诚信、公正、正义、人权与民主等价值取向。

Government's ethical responsibility has three characteristics: unity of political nature and social publicity; unity of the regulatory and flexibility; unity of self disciplining and mandatory. Governments moral responsibility should reflect such value orientations as the integrity, sincerity, fairness, justice, human rights and democracy, etc.
