中国耕地资源利用效益研究

STUDY ON THE UTILIZATION BENEFIT OF CULTIVATED LAND IN CHINA

本文认为 ,耕地数量平衡与质量下降的错位是当前我国耕地资源利用中存在的一个不可忽视的问题。文章选取了耕地产出效益系数、耕地消耗回报系数、耕地污染替代系数、耕地利用集约化系数等指标 ,对我国现有耕地利用效益进行了定量分析。在此基础上 ,从观念更新、技术进步、财政投资、产权制度优化等角度 ,提出提高我国耕地资源利用效益的对策 ,以缓解我国人地矛盾的压力。

s This article holds that the dropping cultivated land quality is one of the most important problems that cannot ignored while land quantity getting balanced at present.It analyzes on the cultivated land quantitatively on the basis of equation of cultivated land output benefit coefficient, cultivated land consumption and reciprocate, and cultivated land pollution and substitute coefficient, cultivated land utilization benefit. On the basis of this it proposes that the macroscopic countermeasures of raising our cultivated land utilization from the angle of breaking away from traditional modes of thoughts, scientific and technological progresses, financial investment and the property right system optimization in order to alleviate the pressures of contradictions between man and land .
