PUBLIC PARTICIPATION IN ENVIRONMENTAL MANAGEMENT IN UK AND ITS ENLIGHTENMENT TO CHINA

摘要鼓励公众参与环境管理是当今国际社会重要的政策导向之一。本文从法律赋予公民环境权、环保团体在环境保护中发挥重要作用、环境影响评价中强调公众参与三个方面来介绍英国公众参与环境管理的一些做法 ,探讨其对中国环境管理中公众参与的启示。 To call for more sustainable and participatory development is now a major theme in international policy documents. Public participation in environmental management, which stems from one country, has become an established principle of environmental laws in the world. This article discusses public participation in environmental management in UK from the following three parts: public environmental rights that the laws guarantee; the environmental NGOs; public participation in environmental impact assessment (EIA). By drawing on the experiences of UK, this article proposes some measures to implement a sound mechanism of public participation in environmental protection in China.
