森林公园资金运行存在的问题与对策研究

Problems in Fund Operation of Forest Parks and Its Countermeasures

资金短缺是制约我国森林公园发展的主要因素之一。不但森林旅游资源的巨大潜力不能发挥，有的森林公园为增加收入．甚至以牺牲资源作为代价。在分析森林公园资金运行现状、存在问题的基础上．提出对森林公园重新分级的政策建议，并对不同级别的森林公园设计相应的资金运行机制。

Fund shortage is one of the most important factors to restrict the development of forest parks, it result in the great potentialities of forest resource can not be fully bring out, what is more, some forest parks sacrifice resource to increasing income. Based on analysis the status and problems in fund operation of the forest parks, this article proposes that the forest parks should be graded again, and works out a set of operation systems in accordance with varying ranks of forest parks.
