为了提高我国的道路交通安全水平，采用交通工程学与社会科学相结合的技术路线，归纳了道路交通安全影响因素中道路交通系统、社会环境系统的作用方式和指标体系，详细阐述了在道路交通安全中法规的作用模式和影响程度，并借以定位了道路交通安全法规体系中的基本原理和关键要素．在此基础上，系统地分析了现有法规体系的效能与缺陷，从适应时代发展与社会经济建设需要的角度出发，提出了建设道路交通安全法规体系所应遵循的核心法学精神，探讨了具有中国特色的新道路交通安全法规体系的基本框架和主体内容．

<abstract> order to improve the road traffic safety of China, This paper integrates the respective actiag mode and index system of road traffic system and social environment system among the infiuanicing factors of road traffic safety, especially expound in detail the acting mode and influencing degree of traffic laws and regulations. At the same time, the authors also systematically analyze the efficiency and defect of the existing Chinese statute system, put forward the nuclear spirit of law which must be followed in establishing road traffic safety statute system, and explore the basic sketch and main content of the new statute system with Chinese characteristics.
