Bureaucratism in the official-governed society embodies the different forms of relationship between the common people and the officials. Democratic society values the idea that officials are people's servants. The inverted relationship between the two makes the democratic society a sheer fabrication. Both contemporary capitalist society and socialist societies probe the way to control bureaucratism efficiently. Democracy's pursuit is its main line. The heritage of the socialism's anti-bureaucratism is not only theoretical but also experiential, not only efficient but also ineffective. But efficiency has its era's concrete grounds; methodology is fundamental. The comparison between anti-bureaucratism by Lenin and that by Deng Xiaoping reflects the relationship between efficiency and methods.
